Corrupt businessmen Peter David Leparakwo and Fredrick Kimemia Kimani of Cirtext Kenya Ltd. have emerged as significant figures in a city-wide fraud scandal, as indicated by recent court documents and ongoing investigations.
They are currently embroiled in a serious legal battle concerning allegations of defrauding the National Health Insurance Fund (NHIF) of Sh 1.5 billion in Karen. The court filings reveal that both Leparakwo and Kimani were charged in 2023 but have denied the accusations against them.
In the initial charge, Leparakwo stands accused of conspiring with unidentified accomplices on October 29, 2013, in Nairobi County, to defraud the National Hospital Insurance Fund (NHIF) by allegedly forging a title deed for a 9.5-acre parcel of land, an act that contravenes legal statutes. Despite the substantial evidence presented by the prosecution, he maintains his innocence.
The court was informed that he created a fraudulent land title certificate, falsely representing it as an authentic document issued by the chief land registrar at the Ministry of Lands and Physical Planning in Nairobi. Additionally, he faces multiple charges related to the forgery of deeds and the use of false documents, all in violation of the penal code.
The case is scheduled to be reviewed by Magistrate Onyina for further proceedings.
